Without objection, the bill was returned to second reading. Amendment No. 1 was not offered. Senators Micciche, Kawasaki, Stedman, Bishop, Stevens, offered Amendment No. 2 : Page 3, line 24, following "assembly.": Insert "If a first or second class borough has a population of less than 20,000 or more than 75,000, the commission membership shall be apportioned so that the number of members from home rule and first class cities reflects the proportion of borough population residing in home rule and first class cities located in the borough." Senator Kawasaki moved for the adoption of Amendment No. 2. Senator Reinbold objected, then withdrew her objection. There being no further objection, Amendment No. 2 was adopted. Senator Hughes moved and asked unanimous consent the vote on the passage of the bill be considered the vote on the effective date clause(s). Without objection, it was so ordered and the bill was referred to the Secretary for engrossment.
